This Downtown Economic Development and Tourism Study was prepared to provide the Village with a clear, coordinated strategy for strengthening downtown, supporting local businesses, and leveraging Trempealeau’s riverfront and tourism assets. The study was funded through a Wisconsin Department of Revenue Innovation Planning Grant and developed through stakeholder engagement, site analysis, and evaluation of economic development tools and funding opportunities.

The purpose of the study is to align downtown placemaking, redevelopment opportunities, tourism strategy, and financing tools into a single framework that can guide future decision-making. It evaluates current conditions, outlines a long-term vision for downtown, and identifies practical implementation strategies such as phased public improvements, redevelopment incentives, and coordination with regional partners.
This document will serve as a planning guide for Village staff and the Village Board as they prioritize projects, pursue grants, evaluate development opportunities, and coordinate investments over time. It is not a mandate for immediate action, but a roadmap to help sequence improvements, align funding sources, and support long-term economic vitality in downtown Trempealeau.
